Summary: This bill does four main things in hopes of creating a program to test effectiveness of a certain opioid safety measure.

  1. Removes the possibility of prosecution and punishment for liability for individuals or groups that provide clean syringes to reduce blood-borne disease transmission;
  2. Allows Denver to create and run a test program for a facility to allow users to safely inject and receive support and referral toward recovery;
  3. Allow school districts to administer Narcan or other drugs that reduce harm during overdose;
  4. Directs Colorado’s Commission on Criminal and Juvenile Justice to study sentencing guidelines for opioid-related offenses and make recommendations for reforms to those guidelines that may help address the opioid crisis.
